16 Educated, and led gradualy to a higher plane of Civilization & refinement, before they Can be admitted to all the priviledges of Citizens. If they are forced to a position of power & influence without any qualification whatever, they of course will naturly conclude that no effort on their part is nescessary from the fact that they if given their freedom & Election franchise at the same time will have reached the Climax atained by the most Civilized nation, at one bound.
