I saw a Herald yesterday of the 30th July and by what I can learn by it and by letters that the boys have received lately, I am led to believe that enlisting goes on very slowly in Liberty. I am sorry for it, for it is a lasting disgrace to the country. I think they had better Start a new plan and that is to raise a company and have them all officers then I think that their Patriotism will increase I am glad to see some prospect of a change in the policy of conducting the war in regard to a more vigorous prosecution of traitors. Let them confiscate the property of the traitors and in place of putting men on half rations while in a plentiful country let them live on the products of the country and in place of setting a guard of Union Soldiers at evry good house you come to to protect a Secesh and his more vindictive and abusive wife, drive them out and if we need the house for any purpose use it and if not burn it and depend on it if that policy was adopted and vigorously carried out they would soon be glad to cry hold enoughf. It would look hard to drive aristocratic ladies out of their fine homes but they are more to blame than any one els for bringing it on and do more to induce the men to enlist than any one els, therefore let them help bear the burdens. Let that policy be adopted and let the new levy of troops be instantly thrown into the field and than (as old Jackson or some one els said) be sure you are right then go ahead and I believe that by Christmas at the furthest that they would find enoughf of it. You may think I am getting heard harted and perhaps I am but when I see a Squad of our brave boys detailed to guard a nabob of Seceshia and
