The Sec. of [illegible]  Interior & Atty General of the US and two others  [illegible] of experience in Construction and operating R Road to be appointed ^ by the Pres of the U.S are hereby appointed a board of Chairpersons whose duty it shall be on the 1st of July in each year to establish a tariff on [illegible] got freight and [illegible]  on said Pacific R Roads & [illegible]  at which [illegible]  so established. The so RR.
