to state and local boards of health.  Much study and detail work were evident in the report
presented by Mrs. Ruste.  She gave outstanding features of three bills now pending in Congress
that should vitally affect the welfare of children.  The "Shepard Towner Bill"  
"The Physical Education Bill" and "The Curtes - Gard Bill"
The Childrens Bureau has been granted by congress one half of its request for 
funds which is 1/10 of the sum spent by the Federal Government for [Annual?] Industry.
Mrs. Devitts report as Chairman of "Women in Industry" was given with the [illegible]
and enthusiasm that characterizes every thing Mrs. Devitt does.  Mrs. Devitt calls Iowa 
one of the six worst states as far as laws relating to women in industry are concerned.
The other five are in the south.  We need laws to regulate the hours of work for women.  
A minimum wage law and a law to raise the age of consent to eighteen.
This age has been raised in Iowa in recent years twelve to fourteen and finally 
to fifteen where it now stands.  Mrs. Devitt calls the Oregon Law in the Age of Con-
sent "The Model law.  Oregon protects boys as well as girls to the age of eighteen.
Mrs. Devitt announces that Miss Anderson, who is in the employ of the Womens 
and Childrens Department at Washington will come to Iowa in October to
conduct a research campaign. in co-operation with the League of Women Voters
to determine the need of the women and children of Iowa to the end that better
ligislation may be asked of our state.
Mrs. Devitt says emphatically that there is no such thing as duplication of 
work concerning women in Industry as far as the numerous womens organ-
izations are concerned -- that co-operation is the word to keep ever present in
