Iowa City April 24th 1860 T.C. Durant Esq Dear Sir The Governor proposes to sign certificates when the Seventy five miles are completed. I understand him to have concluded that the legislature by non action to have waived the forfeiture and that as soon as the seventy five miles are completed that he is at liberty to consider the company in the same position that it would have been had the Road been finished the first of December - This answers the question as your brother asked it - Respectfully Yours Peter A.
