The foregoing as a draft supplemental report was submitted to the parties September 17th 1880 to which time the proceedings had been regularly adjourned for that purpose and by agreement of parties October 1st was fixed as the time for filing objections to the same and an adjournment taken to October 6th for the hearing upon such objections. Within the time appointed Mr. Durant filed the objections which I here with return and on October 6th he was fully heard upon these objections and the Complainants were heard upon their former objections. But after considering the same I find no cause for changing the foregoing draft reports and return them as my report in the cause -- On October 6th Mr. Durant presented a motion to reopen the testimony - but doubting my power under the terms of the decree to entertain it at this stage of the cause I declined to hear it. Afterwards on November 2d 1880 he filed the notice and affidavits of the Courts ruling, which I herewith return and on December 16th he renewed the motion upon the petition and affidavits which had previously
