A. They [tr?ted] it west of them. The St Louis - they have so much of their stock held about Washington and [?] real interest was so strong that it was imposable for us to move a step unless we came to some arrangement with these corporations and later Mr Latham came on to see [illegible], first to see if I would go on into this arrangement and telegraphed me to (come to) Washington and the Secretary of the Interin [s?] and solicited one to make some management with them
