Dubuque, Iowa, Nov 30th 1858 Hon Jeff Davis., U.S.S. Washington, D.C. My Dear friend - The perusal of your late speech at Jackson has like all its predecessors that I have either read or heard delivered, afforded me a rich treat, as it has also, our old friend Genl. Warner Suers, Mr Quigley and others to whom I read it. Mr Q remarked on hearing it read what I myself thought, that it took ground very similar to those set forth in a communication for our paper here in June last by this Mr Q, who is the U.S. Rec's of Public Moneys & Depositary at this place. He is a little old Irish Catholic friend of mine, whom I got Gen'l Pierce and yourself to appoint to the office refered to in 1853. I send you herewith the articles of Mr Q refered to, for your perusal, and to show that you and Gen'l. Hammond were perfectly right in saying that Democrats in the north were as true to the constitutional rights of the South as southern men could be. Mr Q although
