Mrs Inez Kinney of Mason City, Iowa was the next speaker on the program taking as her subject " Law-Making". Mrs Kinney was one of the four ladies sent to the Summer Institute at Columbia University by the I.L.W.Voters and her talk followed the ideas advanced at this Institute. She said "Law is or should be preventative instead of remedial. Not only in law making but in our education. College training is not only an enfoldment but a development. No-one is educated until he has reached his or her highest possible " and more over if we turn that to the general good. The course at Columbia U. consisted of lectures given by 6 men. They advocated expert staff [agrinces?]. She said Mr. Millard said that Legislatures are too large & we lack leadership. Also Legislatue being so large are cumbersome. These men thought bi-camorel system is not necessary - should be according to them less elective and more selective - they think sometimes a little too much Democracy England is a government of particles. In favor of [illegible] being used regularly. A Switzerland law Prof. Dodd said there should be fewer Legislators - annual sessions meeting almost continuously. English Parliament, and offspring of Bicamorel system. Recommended that Cabinet Officers sit in the Congress of the U.S. Observers went secretly from Columbia I. to Congress. As the time was up the President Mrs Tomlinson asked the pleasure of the convention as to finishing the program. Motion made by Mrs Davenport, seconded by Mrs Daniels to finish the program. Carried. Mrs Ella Mc Kim, chr of Efficiency in Government gave a splendid talk on "The Public Pocket Books" - "How it is filled." saying we should have respect for
