Motion carried Mrs. McKim reported for the Dept. of Efficiency in Govt. and moved the acceptance of her report. Motion carried. Mrs. Stronister moved that we consider the change of the law as to the election of City Engineers. Mrs. Iroine moved that this matter be referred to the board for consideration. Motion carried. Mrs. Smith moved that we [illegible] opposition to the proposed Garrett amendment to the United States Constitution. Motion carried Miss Milleon moved that the IowaLeague of Women Voters go on record as favoring the establishment of a Cabinet Dept. of Education, with a Secretary. Motion carried Mrs. Parks spoke on "[illegible] Iowa Program" using the four following divisions. 1. MInimum meeting of Local board 2. Committee which build up the Organization of the League 3. Committee which develop the program of the League 4. That is the Local Leagues responsibility toward the State
