191 with the leaders of different groups. Mrs. Million moved that in order to make the best use of Miss Owen's time the matter of her itinerary be left to Mrs. Lincoln and Mrs. Parkes to work out. Motion seconded and carried. A discussion of Legislative program followed. Miss Wells request ed to know how we make up our state program when holding convention the year before the Legislature convened. This matter was discussed by the Board. Miss Wells suggested the advisability of organizing an advisory Legislative Council composed of members of other organizations. A motion was made by Mrs. Mayer that all the committee Department and Public Welfare Chairman shall act as Legislative Council to investigate and report to the Iowa State Board at one meeting not less than two weeks to elapse after which the recommendation is submitted and the Board meeting at which the Board takes action. Motion seconded and carried. Mrs. Parkes reported on the State Budget Place which is (see [paster?]) Miss Rosenfield moved that the budget of $1325 be accepted. Motion seconded and carried. Concerning organization, Miss Wells expressed the belief that we should double the strength of the existing Leagues, rather
