Representatives Ernest Istook, a Republican from Oklahoma and Don Manzullo. a Republican from Illinois, have proposed a bill that would prevent teenagers from getting contraceptives at clinics receiving federal funds unless the person's parents were notified in writing. Clinics could lose funding if they knowingly provide contraceptives without notification. However, children can still walk into a drugstore and buy condoms. Privately Owned Women'd Dorm John and Diana Phipps are now running the Leighton House, a privately owned dorm at College and Summit Streets in Iowa City. Besides the Phipps there are seven other private investors Hills Bank and Trust is financing the project. To live at Leighton House the women must be full-time University of Iowa students and must produce two letters of reference. The cost is $4,500 per semester. Leighton House holds up to 28 students. In addition to room and board, the house offers 24-hours-a-day "safe rides" a fitness room, access to in-house fax and copy machines and a computer lab which consists of three computers, a color and a laser printer. Each of the 14 tenant rooms has wiring for computer modems, cable TV and telephone lines. The Phippses will live in a first floor apartment, However there are no curfews or in-out boards that the women must sign. Building Renamed in Honor of Civil Rights Pioneer An announcement to rename a downtown Des Moines building in honor of Edna Griffin was made Saturday at an induction ceremony for the Iowa Women's Hall of Fame. The building located at the corner of Seventh and Locust Streets now houses a plaque in memory of Griffin, John Bibbs and Leonard Hudson. It used to house Katz Drug Store. Griffin, Bibbs and Hudson were refused service there when they tried to get ice cream at the store's lunch counter in 1948. The Iowa Supreme Court eventually rules that Katz violated the state's civil rights law. Griffin was also awarded the Cristine Wilson Medal for Equality and Justice.
