laid by me some months previously by way of Pickering, Stuhlinger, etc. and the preliminary contract of Ludwig at Redstone & my various discussions with Pickering and my "famous" wire to all members of TPESP urging use of Jupiter C for preliminary work during the IGY satellite program! ------ [Richter?] met with Mr. Holaday (D.O.D. missile coordinator) and received Holaday's approval for Jupiter C back-up program on 28 October. Also Secretary of Army. I received the following cable from Pickering apparently as an immediate reaction to all of the above:
