-3- 4. Finally, the University has never permitted individuals or outside merchants to engage in for-profit solicitation. Only recognized student organizations are permitted to sell products or services and proceeds are to be used only for the benefit of the organization collectively. We believe this is a sound policy and have expressly incorporated it into the Code of Student Life. The revised rule might read as follows: (We have crossed out those passages we would delete from the current policy and underlined the additions we have made). "5. Solicitation on Campus. For the purposes of this chapter, the term "solicitation" means the seeking of funds or other support, such as signatures, food or supplies, by a recognized student organization from persons outside its membership, or by individual students. Commercial, for-profit solicitation is not permitted. Thus, solicitation could include, for example, such activities as the sale of goods or services, the distribution of literature, materials or products, or the sponsoring of rallies, parades or similar events. Recognized student organizations may solicit at reasonable times and places on the campus and under reasonable conditions imposed by the University officials charged with control of the areas involved, provided such solicitations are not inconsistent with the educational purposes of the University, and provided that such solicitations are registered with the Student Activities Consultant at least three working days in advance.Event Registration forms are available in the STudent Activities Center and are to be signed by a principal representative of the sponsoring organization and a Student Activity Consultant. General solicitation of students may be conducted in the Iowa Memorial Union and unless other arrangements are made, is generally conducted in the Landmark lobby. Requests for reservations in the Landmark lobby, or other Union areas, begin with the Event Registration form in the Office of Student Activities, and are to be submitted three working days in advance. As nearly as space permits, each recognized student organization shall be entitled to one reservation (up to five consecutive days) per month. Each organization maintaining a table in the Landmark lobby is responsible for requiring solicitors to remain behind the tables. In addition to this reservation, unreserved space will be allocated to organizations by request on a daily first-come-first serve basis. Special request for space elsewhere in the Union may be made to the Union Office of Events Registration. Requests for space on the outdoor campus should be made to the Office of Facilities Planning, pursuant to the provisions of 60.030 and 60.040 of the University Operations Manual. Requests
