-7- education at a University comes from interchange, both within and without the classroom, with those of differing backgrounds and experiences, and thus the strength of a great institution depends, in part, upon attracting a diverse and varied group of people. Thus the University already recruits out of state for first rate athletes, graduate students and faculty. Furthermore, the Iowa student body includes students in significant numbers from metropolitan areas such as Chicago. It hardly needs to be said that, based on the multi-racial composition of the population of the extended area for which the University already draws, the Negro component of the University of Iowa's student body is grossly under represented. Finally, in terms of the national obligations of the University, it must b remembered that % of its capital and operation budget from 1966-67 came from federal funds compared with % from state appropriated funds. There are a number of major metropolitan areas in the Midwest which would lend themselves to minority recruitment, but probably the most fruitful would be Kansas City area, the St. Louis - East St. Louis area, and the Chicago-Gary area. There are perhaps 50 Negro high schools ghetto and middle class) in these areas, each of which might be visited 2-3 times within the recruiting period. After consulting with Mr. Sauers, the Committee estimates that such a program might result in the recruitment of perhaps 50 students the first year and when fully effective, would level off at about 75 students per year. In addition to the activities of the recruiter in this field, there are other avenues of recruitment which should be pursued/. For example, work with Negro service groups and anti poverty programs, as well as the Upward Bound program, is necessary in order to explain the opportunities available at the University.
