HEARING PROCEDURES OF THE HUMAN RIGHTS COMMITTEE - 1971 1. Both parties shall have the right to counsel at all hearings before the Human Rights Committee. 2. The hearings of the Committee shall be open to the public unless one of the parties requests that they be closed, in which case, they shall be closed. 3. The decision of the Committee will be based solely upon evidence presented at the hearing and written documents forwarded to the Committee and made available to both parties. 4. Formal rules of evidence will not apply at the hearing, but the Committee will reserve the right to exclude irrelevant evidence. 5. A tape recording shall be made of the hearing before the Committee and will be available to both parties. 6. Each party shall have the right to be present for the entire hearing and to cross examine any witnesses who present testimony at the hearing. This cross examination may be conducted by the party himself or by attorney for the party. 7. Only those members of the Committee who are present for the entire duration of the hearing shall be eligible to vote on the resolution of the dispute. 8. A complete list of the members of the Committee shall be made available to each party and either party may challenge any of the members of the Committee for cause by addressing such challenges in writing to the Chairman of the Committee. 11/17/71
