instrument of state government set up by the legislature it has no power to vote itself out of existence; the army recommends continued civilian defense activities; many war drives notably salvage, need state leadership and coordination; dissolution of the state agency would demoralize and wreck the county councils of defense which have enrolled thousands of volunteers for service and protection work. RETRENCHMENT POSSIBLE In spite of the Council's insistence that state civilian defense leadership is essential and its determination continue in existence for the duration of the war, it is likely that succeeding months will see a diminution in the scope of its work and its expenditure.
