Delaware Feby 4th/63 Doct. A.A.Bean. Dear Sir. I received your communication about a week or ten days since. I could not then go to Columbus to see the Surgeon General. But I wrote to him. He has been sick and did not answer. I went down yesterday and returned today. I saw his assistant He said, that you were considered to be in the State employ as Assist. Surgeon and not in that of the U.S. They Consider you having been sent there on the Governors telegram. He said that He would telegraph to you to report immediately to the Govnor. They deem it best for you to come immediately to Columbus and report in person to the Gov. You should bring with you what Credentials & recommendations you can get. He in-
