twang as much as they do "Down East" An Englishman tells me the war has been much felt in the West by its having taken off all the young fellows with pluck & go about them. They tell us that owing to the river being so low it will take 4 days about to get up to St. Pauls. I am told that the absence of the Southerners has quite altered the character of life in Saratoga Springs, this may partially account for the great dullness there. The Capt of a river steamer here (paddle boat ordinary size) says his boat draws 30 inches of water which not fine as it marks 3 feet. 7th Left Dubuque in the morning by steamer a very comfortable boat in which we went up
