May 13" just as Gregg with Walkers Brigade was coming into the city after his defeat at Raymond. "I am too late" was his message which flew over the wires to Richmond. "Vicksburg must be held at all hazards." was dispatched to Pemberton. Jeff Davis in Richmond was trying to direct affairs. Joe Johnston wanted to concentrate all the troops and defeat Grant in a pitch battle. Pemberton was trying to hold Vicksburg and had his Army scattered along the Big Black at several ferries. Gen Grant sees his opportunity he would move east wipe out the forces gathering at Jackson under Joe Johnston.
