Dubuque, Iowa, Aug. 2nd, 1862. Hon. S. J. Kirkwood, Iowa City. Dear sir, Some time since my friend Hon. Frank W. Palmer of Des Moines, had some conversation with you relative to securing for me an appointment in the U.S. Navy, and pro-cured from you a letter to our honorable sena-tors, Mess Grimes and Harlan to that effect. Said application was made through the proper channels, and from a letter received from Mr. G. was informed that the office of Purser, for which it appears the application was made, (although the office of Lieutenant was the one I desired) was supplied from Assistant Pay Masters in regular grade, and that no vacancies now existed, and as I would be willing and glad to again serve our country in this her time of peril (having serv-ed with the "Iowa First" through the Missouri Campaign) I would respectfully ask that my name may be remembered in your appointments to the regiments about to be organized. To Brig. Gen. Herron (My late Captain) Hon. F. W. Palmer, Wm. B. Allison Eq, Hon. Wm. Vandeva and our citizens generally I would refer you, as to my ability, character &c. A Major's Commision is the
