The crust of philpy is exceedingly crisp and crunchy, delightful. Scalloped Potatoes & Bacon Line open baking dish with 3 slices of bacon. Add 3 cups thin sliced raw potatoes, 1 tsp. salt and 1/8 tsp. pepper and bits of butter in layers. Pour 1 1/3 cups hot milk over potatoes. Put 3 more slices bacon over top & cook in 300 degree oven uncovered for 1 1/4 hours.
