(4) Minutes of Supreme Council Meeting Feb. 13, 1971, Davenport, Iowa Bill Rocha stated that the State Secretary had met with Mr. Philip Jones at the University of Iowa, at Iowa City regarding scholarships for Mexican-Americans. Mr. Rocha suggested that time be taken by interested parties to contact Mr. Jones preferrably in person for possible assistance in scholarship grants which might be available for promising Mexican American students at the University of Iowa. He further stated that initiative had to be shown by the student and parents and that they must continue to approach every avenue with determination in order to accomplish their goals. The meeting was then turned over to Felix Sanchez, Deputy State Director from Fort Madison, Iowa. He confirmed that the date for the State Convention had been set for Saturday, May 22, 1971. Also, that committees had been assigned to make the 1971 convention the most outstanding yet. More details will be supplied the Iowa councils as matters are confirmed. Felix Sanchez also pointed out that he has spent a considerable amount of time on the history of Lulac in Iowa and that by convention time it should be assembled. The floor was then given to Jesse Guzman, Council 304, who commended the Davenport Council for their efforts and accomplishments with their new club building. He stated that Fort Madison was planning fund raising events and celebrations in connection with Lulac Week. He concluded by stating that his council anticipated a good attendance at the convention and that they were looking forward to extending a personal welcome to all at Fort Madison. Ann and Bob Vasquez, East Chicago, Indiana, said that help might be obtained from Wisconsin regrading the plans and finances which may have to be met in securing the attendance of National President Garza. Henry Vargas, Council 10, strongly advised against any State aid in providing for Mr. Garza's attendance at the convention. Luis Garcia, Council 10, remarked that he had send Mr. Garza a four (4) page informative letter on Iowa Lulac and also stated to the membership present that he had hopes his letter might possibly make an impression on the National Office. The floor was then given to Lupe Mendez, Fort Madison and he spoke on the district meeting to follow immediately after the Supreme Council meeting. A short discussion followed and Henry Vargas, Council 10 requested that the State Secretary write the National Office informing them of the existence of the Iowa Councils, and the neglect of any communication extremely discouraging. This was then presented in a form of a motion by Henry Vargas, and seconded by Jesse Ramirez and duly passed by the assembly.
