(IOWA LULAC GLANCES cont.) 3. STATE ORGANIZER: Jesse Ramirez, State Organizer, Davenport Council #10, reported that he visited these cities: Council Bluffs----have GI Forum; not interested in Lulac. Fort Madison----attended State Supreme Council meeting. Muscatine-----have CEO and others; not interested in Lulac. Des Moines-----South Des Moines is interested in starting their own council. Waterloo-----not interested. REPORTS OF COMMITTEES: RULES: Felix Sanchez, Fort Madison, Chairman. 1. "Roberts Rules of Order" of parliamentary procedure shall prevail. 2. Nominating speeches for state and deputy directors shall be limited to 3 minutes 3. Seconding speeches for the same shall be no more than 3 minutes in length and responses shall be limited to 1 minute. 4. District directors' elections shall be conducted by respective districts in the meetings rooms or a convenient place. 5. Resolutions are to be in writing; no resolution shall be accepted if given verbally from the floor. ALL resolutions, whether submitted to the resolution committee or submitted in writing from the floor MUST BE recommended by the committee to be either accepted, rejected, or tabled. 6. Delegates must be recognized by the Chair by standing, stating name, council number, and city represented. 7. The time allotted for resolutions shall be 10 minutes if less than 6 are submitted; 5 minutes each if more than 6 are submitted. Each delegate shall not speak more than 2 minutes either for or against each resolution. 8. Final rulings or decisions shall be made by the parliamentarian. CREDENTIALS COMMITTEE: Tinni Mendez, Fort Madison, Chariman, reported the following delegates: Council 10, Davenport, Iowa------12 delegates Council 304, Fort Madison, Iowa-----10 delegates Council 306, Des Moines, Iowa-----11 delegates SCHOLARSHIP COMMITTEE: Henry Vargas, Davenport, Chairman, presented the revised rules and requirements for a state scholarship as discussed at the Supreme Council meeting in Fort Madison on March 7, 1970. After discussion of each of the 18 requirements, the assembly accepted them and instructed Bill Rocha to rearrange them in numerical order of importance. Each council is requested to make copies available of the rules for applicants in their area. Lupe Mendez of Fort Madison stated that the Schaeffer Pen Co. has scholarships available for Mexican-Americans in the Fort Madison area. THE MAN & WOMAN OF THE YEAR COMMITTEE: Humberto Jimenez, Davenport, at the banquet. The following Lulacs were nominated: Council #10, Davenport----Linda Rasso and Ray Rangel Council #304, Fort Madison---Gloria Mendez and John Mendez Council #306, Des Moines----Ila Plasencia and Rudy Avila
