Ernest Rodriguez Last Week Dollars? Si! Red Curbs? No, the title of one of your last weeks editorials would never qualify for the Nobel Prize. Such contrasting objectivity can serve no other purpose than to widen the riff in understanding between the U.S. and Latin American countries and show the writers lack of understanding of Latin Americans. To begin with the OA's is an international organism not unlike the United Nations devoted to preserve hemisphereic peace and unity and like the U. N. has made tremendous strides in this direction in spite of the political overtones which always seem to be in the spotlight and impress some people of the impracticability of world organizations simple because their decisions and actions differ from what is desired by individual member nations. We certainly can't condemn or ignore the decisions of the OAS any more than we can those of the U. N. or what good is our word and our ethics any better than those of communism. You say the policy of expropriation is not condemned by Latin America countries because they may make use of it later. Let's set the record straight. In the case of Mexico's expropriation of American oil holdings back in the 30's it was known fact that these land holdings were acquired by much more odious means than the expropriatition itself, which compensated the oil companies for their losses. In compariso outrageous expropriations carried out by Castro have been condemned by Mexican editorials in no uncertain
