March 10, 1975 TO: Mr. R. A. Rasley Director Employee Relations and Development FROM: Mr. Joe Montgomery Director Social Services RE: Hospital Interpreter- Spanish Request: Permission to establish a professional classification description for a Hospital Interpreter - Spanish, grade 05, and to advertise the position for recruitment purposes. Justification: The University of Iowa Hospitals and Clinics has a significant number of patients who speak only Spanish. Since our treatment staff does not speak Spanish, there exists a major communication problem between the patient and the patient care staff. A volunteer interpreter program has been utilized for over a year, but even though it has been helpful, it has failed short in meeting the need. A Spanish interpreter is needed to provide adequate translation of all procedures of a medical and social service nature, for Spanish speaking patients, their families and the hospital staff. It is imperative that the patient has a clear understanding and perception of the proposed prescribed medical treatment and also that the treatment staff have a true assessment of the patient's feelings, apprehensions, etc for maximum benefit to be gained. A staff interpreter is needed to give continuous, consistent quality translation, rather than interpreter availability on a sporadic, non-involved, varying quality basis. An interpreter is needed to assist staff in better understanding of the bi-cultural factors that influence the patient's treatment and/or post hospital care.
