AMENDMENT 609 IS THE EFFORT BY SENATORS HUGHES AND MCGOVERN TO CUT OFF FUNDS FOR THE WAR IN SOUTHEAST ASIA Amendment 609 Unless Congress shall have declared war no part of any any funds appropriated pursuant to this act or any other law shall be expended as required for the safe and systematic withdrawal of all U.S. military personnel, the termination of U.S. mil. operations, the provision of assistance to S. Vietnam in amounts and for purposes specifically authorized by the Congress... ...Unless Congress shall have declared war, no part of any funds...shall be expended after Dec. 31, 1970, to furnish Laos...of Cambodia...any military advisers or to support military operations by the forces of the U.S. or any other country in or over Laos...or Cambodia.
