June 3, 1974 Mr. James Frazier, Director of Civil Rights Office of the Secretary of Transportation Washington, D.C. 20590 RE: Highway #61 Matter - Fort Madison, Iowa Dear Mr. Frazier: Please be advised that it has come to my attention that your office has denied approval of the proposed construction of Highway #61 through Fort Madison, Iowa because of a finding of the substantial adverse affect the proposed location will have on minority residents of that community. I would appreciate it if you would confirm the same and advise me of the appeal procedures which the City of Fort Madison may have chr challenging your administrative decision.
