Idea to adapt the Sputnik I radio system of keys at 20mc/sec with the attendant long range transmission, continuous telemetering possibilities McIlwain proposes refinement of ~ 0.1 second or 0.2 second keying of fixed duration at each 128 counts. Should probably adjust scaling factorr to get at least one key every 10 seconds at ~30 counts per second and use a keying period of ~0.1 sec to provide adequate dynamic range for the auroral zones. Scaling of 256 probably a good choice!
