Fort Madison, Branch of the National Association for the Advancement of Colored People 720-7th Street Ford Madison, Iowa 52627 August 2, 1971 Mr. Gordon Lane, Mayor City Hall Avenue E & 8th Street Fort Madison, Iowa Dear Mr. Lane: We were quite pleased to hear that federally appropriated funds area available, and have been allocated to our town for the construction of sewage treatment facilities. The published notice on July 25, 1971 contained a paragraph referring to the builder's compliance with Executive Order 11246. Our organization's interest in the fulfillment of this requirement is understandable; therefore, we have translated our concern into a suggested guideline for your use. In order that Fort Madison may ascertain which bidders are in compliance with Executive Order 11246, it is, mandatory that each company submit its Affirmative Action Plan and Program, and that the City keep these on file as partial proof of Fort Madison's adherence to E.O. 11246. In addition, we would like to remind you that the city government of Fort Madison, as a political subdivision in the state of Iowa, is bound by Iowa's 1965 State Civil Rights Act as amended, as are all employers, vendors, suppliers and contractors hiring in excess of four persons and doing business within this state. Again, congratulations upon the receipt of this appropriation, and we shall watch with special interest the letting of the contracts. Most sincerely. [actual signature] Harry D.
