P R E S I D E N T ' S M E S S A G E ANOTHER FAPA YEAR ENDS, AND ANOTHER ELECTION ROLLS AROUND. HEREWITH, I appoint Fran Laney to be Chairman of the Ballot Counting Committee and Forrest Ackerman & Elmer Perdue to be his assistants. However, in the event that circumstances make it impossible for either or both the named assistants to serve, Chairman Laney is hereby empowered to deputize other members to take their place. The Committee is also reminded that the ballot deadline is August 8th (unless set ahead by the OE due to delay in dispatching the mailing); and that within two weeks after the deadline, both outgoing & incoming officers, and all candidates, shall be notified. Due to a complaint in the last Mailing, the matter of Overseas Service Members' right to vote comes up for consideration. While the Constitution specifies that Ballots shall be included in the July Mailing, it also guarantees active members in good standing the right to vote in all elections. This apparent contradiction being the direct result of the fact of Overseas Service, the matter seems to come under the President's power to handle "situations not otherwise covered". The best compromise solution to this I can find is that the Official Auditor send ballots airmail to overseas members. As there are only a few such members, and the postage is only 6 cents, I believe we can at least do that much for them. Thus, with good luck, it should be possible for them to get their ballots back in the same fashion to the Counting Committee, and in time. Therefore: Official Editor Watson is hereby directed to send by airmail, as soon as they are printed, a copy of the fapa ballot to each Overseas Service Member whose overseas address is available. Last but not least, is the financial condition of the organization. For 1943-1944, we had an annual income of 65 x 75 cents, or $48.75 from dues. For 1944-1945 it amounts to $65.00 from dues. But the expenses for postage & materials for the Fantasy Amateur /and envelopes/ are running away over that. 1943-44 1944-45 (3/4 yr.) Income from dues $48.75 $48.75 Postage & FA expenses 72.77 54.61 Obviously, our present dues set-up falls far short of covering our expenses. Despite starting the year 1943-44 with a balance of $21.92, the sale of some surplus stock, and a number of contributions from the members, we have on hand just prior to the time for this Mailing, about one third of what's needed to handle it. Prior to sending out the April Mailing, OE Watson appealed to me for funds the Treasury was unable to provide. I advanced what was needed, and S-T Schwartz has since re-imbursed me. Now, for the present Mailing, I shall have to repeat the procedure. As a study of the dues expectancy indicates the situation isn't going to improve, an
