president's message Although most of the events below have been fully covered in the second issue of The Precipitant, I will briefly mention them again for the record. On January 30, 1945, Larry Shaw, O E, resigned. President Lowndes accepted his resignation and appointed Willie Watson to succeed him for the balance of the term. Watson accepted. On January 31, 1945, Robert W Lowndes, the President, resigned. An urgent plea that he reconsider and withdraw the resignation was rejected, whereupon it was accepted by myself, automatically making me the President. Following the above, several members have asked whom I intend to appoint to fill the Vice-President's vacancy. And that raises a very peculiar point. It also leaves me in a peculiar position, now without its embarassments. Article 9--Duties of Officers, Section(b), reads, "The Vice-President shall take over the President's office in case it shall be vacated; (semi-colon) serve as charmain of the Laureate Committee; (again semi-colon) and not as the judiciary [illegible] Association. (period)" To the best of my ability to read English, that is very simple, direct statement, and means just what it says. It appears to me that the V-P is supposed to take over the [Proxy's?] job as just another of his duties in the event the Presidency is vacated. He doesn't vacate the Vice-Presidency, because he is still responsible for carrying out the other duties of the V-P. He cannot resign the V-P office and, as President, appoint another member to fill the vacancy thus created, for his position as President vanishes when he ceases to be Vice-President. On the other hand, this places the officer in the position of both administrating the organization, and ruling on the validity of his own acts--far too dictatorial a possibility to be comfortable. So there I am! /Odd, isn't it?/ Lowndes has graciously placed the tail of the tiger in my hand, and darned if I can figure out how to let go. Actually, I don't believe the membership need fear that I may abuse my peculiar position. Still it doesn't seem as democratic as it should, and there is always the matter of establishing precedents to consider. In case any of the members really feel concerned about the matter, all I can do is assure you, one and all, that I am open to suggestions. ----- The turbulence and confusion that marked the 1st half of this [fapa?] year seem to be dying down, and I hope that everything may soon be running smoothly again. The [VFFF?] loan has been repaid, and although the treasury is rather low at the moment, everything should be on a fairly even keel by October. In conclusion--a couple reminders: [illegible] next mailing is due to go out by July 14, and I believe O E Watson will make [ever?] effort to dispatch it on time. /Hmph./
