10 FANFARE CONSTITUTION OF THE NFFF tribute and count the ballots in the election terminating his tenure of office; edit the official organ; and perform all duties of a similar nature which shall be required of him. (d) The Membership Board shall investigate the credentials of all prospective members, devise the examinations, and act as the judiciary of the Federation. The Membership Board shall be made up of fans who have been active not less than one year prior to the date on which they wish to be elected, and who have served, or are serving, a term of office in any fan organization, and who have not been impeached or expelled from any office. Article 6 - PRIVILEGES - All members in good standing shall be entitled to run for office; vote in all elections; receive all official publications; use the name of the organization on stationary, letter-heads, or any other honorable way; and to participate in all other activities or benefits. Article 7 - ELECTIONS - Elections shall be held annually by mail. Candidates shall secure their nominations by filing their intentions, signed by ten members, with the Secretary-Treasurer at least one month before the date of elections. All botes to be counted shall be on hand with the Secretary-Treasurer three weeks after receipt of the ballot by the individual voter. All votes received after the closing date shall not be counted unless ballot or vote is lost in the mails. Article 8 - AMENDMENTS - Amendments to this Constitution shall be proposed in writing, signed by five members. The original shall be sent to the President, and copies to the other officers. Such amendments shall be voted upon at the annual election, unless the President shall order a special vote. A majority vote of the entire membership shall be necessary for the adoption of new amendments. A majority vote of the entire membership shall also be sufficient to impeach or expell any officer, or revoke any seat on the Membership Board. The response to the idea of the NFFF has been highly encouraging, therefore memberships are now open, and the organization of the NFFF is formally under way. The cold draft swirled up again, the single light seemed to flicker. The man hunched closer. I could see his yellow teeth. Then, chills went through me, for I felt the hard wall against my back. I could go no farther . . . "Suicide. Yes, that's all it takes. I know." His hollow voice filled the quiet room. The lights in his eyes swam and floated before me. I dragged my eyes away and down, down to his feet, shoes covered with clay. Yellow, sticky clay, graveyard clay, mud from graves . . . I saw a tall figure, a ghoul with a pasty face, rooting in the graves of the dead, pouncing on living prey. My breath was coming fast; (Continued on 21)
