The Fantasy Amateur Page two SO those are my "Sweeping changes". I propose that in the coming FAPA-year we go to work on them, providing a majority are in agreement, and try to model a little bit better FAPA for ourselves and future members. I propose that our entrance "examinations" be a little stiffer to hold out the probable deadwood, and I propose that our requirements for retaining membership be a little stiffer, to weed out that deadwood which is already in the organization, and growing rapidly. And I myself, should I not be able to meet such requirements, would gladly step out to make room for another fan who had something to offer. I NOTE (and hear from other sources before the June list can be published) that we have many new members, "young" fans who have already made themselves known outside the FAPA; Evans, Jenkins, Eastman, Jone, Thompson (DB), and so forth. I'm looking to them for activity. Daugherty has some wonderful ideas. What say we get started on them? BUT MEANWHILE, DEAD OR ALIVE, READ WHATEVER ELECTION MATERIAL MAY BE IN THIS MAILING, AND VOTE! Darn it, the Editor provides you with everything but a stamp, surely you can get out of bed long enough to scratch a few Xs with a pencil! VOTE! I LEAVE you, still believing I was a swell President. VICE-PRESIDENT'S MESSAGE First, trouble came up about the amendment to raise the dues of the FAPA from 50C a year to 75c a year. As most of you probably remember, it passed. We thought. The vote was heavily in favor of it, being 12 for and 5 against. However, some time after the returns were announced, Donald A. Wollheim pointed out to the officers that the Constitution of the FAPA provides that a majority of the active membership is needed for the passage of amendments to the Constitution. On 17 voted; there were at that time more than 33 active members. There was nothing to do but ceclare the dues-raising amendment defeated, which I have done. "Majority" as used in that section of the Constitution is rather ambiguous, but it would be extremely difficult to interpret it in any other way in this particular instance.
