To the Members of the Human Rights Committee:

 Enclosed is the first annual report of the University Committee on Human Rights, as approved by the Committee prior to the Christmas recess.  The change requested by the Committee apoears in the last sentence of the final paragraph on page 5.  President Hancher has accepted my resignation, and I assume will take some action to appoint a new Chairman and new member for the Committee within the near future.

 At the request of Dean McCarrell,  Professors Hubbard and Johnson and I met during the Christmas recess and sug-gested several names for the President's consideration.  The new appointee will be the Chairman since neither Professor Hubbard nor Johnson feel able to accept the Chairmanship at this time.  I imagine that the change will occur at the time of the semester break, and we will have a meeting at that time to discuss general state of affairs.
