Human Rights Committee

I. Premises

This statement outlines the procedures which will be followed to resolve complaints filed with the University's Human Rights Committee. The identified considerations are intended to guide all persons called upon to evaluate complaints of discrimination in the University community. It should be understood that these standards must be applied flexibly to develop an effective review of complaints. It is also expected that each fall, the committee will review these guidelines and affirm or modify this statement as appropriate. 

II. Areas of Jurisdiction.

The Human Rights Committee may hear cases of alleged human rights deprivation or discrimination based upon, but not limited to, the following: race,l national origin, age, sex, color, creed, life style, marital status, mental or physical handicap, cultural disadvantage, affectional or associational preference, religion. and ideology. In addition, the Committee can also hear cases of a more subtle nature. 

The Committee is composed of three staff members chosen by the Staff Council; three student members chosen by UISAS; and three faculty members chosen by the Faculty Senate. 

III. Who May File a Claim

The Committee is concerned with any violation of the human or civil rights of any member of the University community, or any person who becomes involved with the University in any way, such as unsuccessful job applicants and persons applying for admission as students. 

IV. Rules and Procedures for Filing a Claim 

The Committee will only hear claims which comport with the following procedures:

Complaints must be made within 90 days of the alleged discrimination or deprivation. 
Complaints must be handwritten neatly or typed on the standard complaint form. Complaint forms are available from any member of the Committee; from the Public Information Center, 5 Old Capitol; from Campus Information Center at the Iowa Memorial Union; from Personnel Services, 105 Jessup Hall; or from Staff Relations, Room E-136, University Hospitals. 
Complaints should be addressed to: Chair, Committee on Human Rights, The University of Iowa;' complaints must be signed by the complainant. 
Complaints must provide a factual account of the alleged deprivation or discrimination and, request the type of relief sought if a human rights violation is found. The Committee should prefer that all complaints be written in chronological order. Upon the request of a party, the Committee chair may appoint a Committee member to assist that person or organization with the development of the fact record. The nature of the events stated in the
