Committee: Human Rights Committee

Committee Charge:
(a) The Committee shall be governed by the terms of the General Charter.
(b) In the performance of its duties, the Committee shall be guided by I-2.8(12)b which declares general University policy in this area. 
(c) In addition, the Committee shall:
(i) Advise on the formulation and review of University policies and procedures regarding federal and state laws and Regential orders against discrimination among persons within or doing business with the University;
(ii) Advise on establishing and coordinating educational programs in the area of equal human rights;
(iii) Where no other grievance procedure exists, receive complaints of alleged violations of human rights by individuals or agencies within or related to the University, and after appropriate investigation either serve as mediator in such disputes or recommend appropriate action within the University, guided by the statements of functions and procedures in I-2.8(12)c and d.
(iv) Advise appropriate University officials as to desirable changes in University policies and procedures affecting human rights.

Meeting Dates: 9/28/05, 10/18/05, 11/18/05, 1/20/06, 2/24/06. 3/31/06, 4/28/06

Activities:

1. Ongoing subcommittees to explore issues of interest to the Committee: International Issues Subcommittee, Policy Issues Subcommittee, Education Subcommittee
2. Solicited nominations for the Philip G. Hubbard Human Rights Award, February - March 2006. Reviewed nominations and selected recipient, March 2005. Robin Paetzold, Chair, presented the Award to the recipient Girija Mahajan at the Finkbine Dinner, April 18, 2006. 
3. Representatives of the HR Committee met with the Purchasing Advisory Committee to further explore the need for a human rights clause to be included in future vendor contracts. 
4. In response to concerns brought to the Committee by the Campus Greens student organization, met with Investment Advisory Committee, Doug True and representatives from the UI to explore human rights implications of UI investment decisions. 
5. Participated on the One Community, One Book 2005 Committee in the selection of When the Emperor Was Divine as the community human rights book and subsequent hosting of author Julie Otsuka. Participated in the 2006 Committee and selection of Tortilla Curtain. 
6. Ongoing participation in diversity initiatives including the Campus Climate Survey Committee and the Catalyst Awards Committee. Participation in various search committees for UI administrators . 

Final Conclusions: 
The Human Rights Committee was busy this year. The Committee has continued in its commitment to collaborative efforts across campus. The Committee has also stayed active in addressing issues involving University finances such as vendor contracts and investment policy. These new issues, while challenging are practical implementation of the Committee's charge and we look forward to continuing with these efforts.
