and pledges registered in the University and the authorized house chaperon and employees to reside in the chapter house. F. Housemother. Each fraternity must have in residence at all times a housemother or other authorized chaperon, such housemother or chaperon to have the approval of the Office of Student Affairs prior to employment by the fraternity. No such housemother or chaperon may be dismissed without the specific approval of the Office of Student Affairs. G. Financial Operations. All chapter financial operations shall be handled through the Fraternity Affairs Office and shall be based upon the following principles: 1. The annual budget must be approved by the chapter financial adviser and the Fraternity Affairs Office before the chapter may operate. 2. Revisions in the annual budget shall not be made without permission in writing of the chapter financial adviser and the Fraternity Affairs Office. 3. Expenditure beyond the allocations in the approved annual budget shall not be made without the written consent of the chapter adviser and the Fraternity Affairs Office and then only after the necessary cash is on deposit. 4. At no time may the fixed charges (rent or mortgage payment and interest, insurance, utilities, taxes, etc.) be omitted from the annual budget, and neither may the chapter default on any or part of these payments wihtout the written consent of the house-owning corporation and the Fraternity Affairs Office. 5. A monthly audit shall be made by the Fraternity Affairs Office, and budget revisions shall be instituted if necessary. H. Chapter Size. The Office of Student Affairs, through the Interfraternity Council and the Women's Panhellenic Association, shall fix the maximum size of fraternity chapters before the annual rushing period, with due regard for adequate distribution of members among the several classes, housing facilities, membership conditions in the various fraternities, and the number of prospective pledges. I. Hazing and Similar Practices. In accordance with recommendations of the National Interfraternity Conference, all practices involving hazing, paddling, personal indignities, or any acts that interfere with class attendance or class preparation, are hereby outlawed, and conviction under this paragraph may be cause for penalty, such as revocation of the Certificate of Operation of the offending group. This section includes practices initiated by members or pledges and shall apply to any student group whether or not it is a housing unit. [17]
