C. When sponsoring and administering entertainments the Central Party and Entertainment Committee shall be subject to the same rules of advisership, budget approval, and control as are established for handling All-University parties. D. If at any time the balance of either (1) the dance fund or (2) the entertainment fund becomes inadequate, a transfer of funds may be made by vote of the Committee and with the approval of the advisers and the University Business manager. E. When sufficient balances have accumulated the Committee may engage for one of the All-University parties promoted and sponsored by itself a well known "name" band and may budget the party on such a deficit basis as will make possible sale of tickets to students at the usual approved prices. CHAPTER XII- FRATERNITY RESIDENCE GROUPS I. Definition. The regulations in this chapter apply to all student social and professional fraternal groups maintaining chapter houses. II. University Policy for Operation of Fraternities A. GENERAL POLICY. Fraternity regulations are based upon a policy to: 1. Integrate the fraternity system into the general University student housing and group living program. University dormitories and fraternity houses are each to be considered as constituting an integral part of the general plan of University housing and every effort will be expended to insure full occupancy of all group living quarters whether University of fraternity owned. 2. Assure, insofar as is possible, solvent, successful, and effective operation on the part of each individual fraternity chapter as a housing unit and living group. 3. Maintain different types of living groups so that each student may have a choice of dormitory or fraternity group living as a part of his education program in order that he may utilize non classroom time in such a way as to supplement the work of the classroom in his individual development. B. HOUSE CONSTRUCTION OR ACQUISITION. No fraternity may build, rebuild, buy , or otherwise construct or acquire a chapter house without first securing from the Committee on Student Life approval of all physical and financial plans. Before proceeding with any arrangements for securing property , representatives of the fraternity (active or alumni) should discuss their program with the Office of Student Affairs. Fraternities desiring to acquire a chapter house will present such plans as required to the Office of Student Affairs for transmittal to the Committee on Student Life.
