THE FANTASY AMATEUS Volume IX Spring 1946 Number 3 official organ FANTASY AMATEUS PRESS ASSOCIATION President: Norman F Stanley Vice-President: Bob Tucker Secretary-Treasurer: Al Ashley Official Editor: Jack Speer PRESIDENTIAL RESCRIPT Spring 1946 In this mailing you will find, or have found, a special ballot bearing the two proposed constitutional amendments published in the December 1945 Fantasy Amateur. One of these would double the present annual dues of $1.00, while the other sets up special requirements for candidates for the office of Secretary-Treasurer. Both of these proposed changes in the constitution are far from trivial; accordingly it's important that every member cast his vote on these matters, but only after considering them thoughtfully. It will be recalled that approval by a majority of the active members, and not merely a simple plurality, is required for their enactment. Ballots to be counted must be in the hands of BCCommittee Chairman Searles not later than thirty days from the date of the mailing; the exact deadline is given on the ballot. A special effort is being made this time to provide our overseas members with ballots in time to permit them to vote. Regarding the question of expiring activity exemptions (see the Vice-President's Report in this issue of FA), it will be recalled that the petition for those wartimeasures, as finally ratified, provided for their automatic expiration six months after the end of the war, or by July 1945, whichever should come first. It's a moot point as to wheter the "end of the war" should be taken as the date of the Japanese surrender, or as that of the final peace settlement with our would-be conquerors, which latter I believe has not yet been consummated. Be that as it may, the fact is that we still have members overseas. Therefore I feel justified in acting in accord with the spirit, if not the ambiguous latter, of the petition, to direct that the overseaservicexemptions (!) remain in effect until the expiration of the present administration in July. The suggestions of the Vice President on this subject refer, however, to an entirely different question, namely the expiration of exemptions for overseas service members upon their return to their native shores. The petition made no definite stipulation in this regard; therefore I am directing that any member who has been eligigle for the overseas service activity exemption at any time during the term of this annual membership shall be permitted to renew at the expiration of that term, even though have been inactive therein. This provision I believe affords some minor advantages over Bob's commendable suggestion which I am so brutally discarding. It requires less secretarial attention from our overworked Sccretary-Treasurer-Surplustocklerk, for one thing, and also provides a more adequate breathing spell for our returning warriors' readjustment to civilife. It should be noted by the next administration, though, that this provision will expire in July along with the petitioned act under which it is sanctioned. Unless the act is extended, it will be up to the next president to decide what is to be done about any activity-exempt memberships which carry over into the new dispensation. As for activity exemptions for British members, they did never be. British members in military service of course are entitled to the overseas exemption, and presumably it's to be considered that any such Britons stationed in the British Isles are not in overseas service. British civilians, however, must fulfil the activity requirement in order to renew membership.
