Partial soluutions are, at best, only partially satisfactory and if this course is decided upon it is vital that steps be taken to prevent any possible stalemate of efforts that might, in time and with the proper co-operation from all concerned, extend its scope to include those elements that are prerequisites to the accomplishment of the so-desirable (but prbaobly unattainable) full solution. Third: This is by far the most desirable course, as a little reflection will demonstrate, but it will require the utmost effort of all concerned to put into motion the machinery to effect the necessary changes in our methods of thought to make it possible the full utilization of the potentialities involved, and such objectives are never achieved without careful preparation, the most complete organization of all those individuals and materials mentioned above, and a completely co-ordinated course of action to assure the fullest use of all facilities provided and access to the encyclopaedic files accumulated to provide the necessary data for those in charge of subsequent action when the time for such action has arrived. All this is, of course, self-evident and it should by now be quite plain that the whole question is a very complex one and that, all considered, this third plan offers the best chance of success (provided that some previously unexpected factor does not come up to alter the overall picture; this is a distinct possibility and should, under no circumstances, be overlooked.) It must be noted, however, that the UN, including Russia (though many think otherwise in view of Russia's actions over the last few years, despite the undeniable fact that of late there have been some indications that the reverse is true) is of the other more conservative opinion. It will be essential, therefore, to find some other and less direct way to initiate the necessary sequence of operations involved. In view of the stand taken by Hungary, Greece, Patagonia and San Marino this must be self-evident to even the most obtuse; therefore it is up to the individual, rather than to the public at large, to see that the whole plan gets off to a good start. Each one of you, therefore, is most strongly urged to do all that he can to see that this third plan is set into motion. Each should, without any delay, write to his representative and senator requesting in no uncertain terms that the plan as outlined above be adopted at once and the necessary funds be appropriated by Congress. If this is done there can be but little doubt that in the course of time we will at last achieve the sort of life we all desire, provided, of course, that the entire race is not first wiped out by atomic bombs.
