18 1 (d) "School board" means any agency or agencies 2 which administer a system of one or more public schools 3 and any other agency which is responsible for the assign- 4 ment of students to or within such system. 5 SURVEY AND REPORT OF EDUCATIONAL OPPORTUNITIES 6 SEC. 402. The Commissioner shall conduct a survey and 7 make a report to the President and the Congress, within two 8 years of the enactment of this title, concerning the lack of 9 availability of equal educational opportunities for individuals 10 by reason of race, color, religion, or national origin in public 11 educational institutions at all levels in the United States, its 12 territories and possessions, and the District of Columbia. 13 TECHNICAL ASSISTANCE 14 SEC. 403. The Commissioner is authorized, upon the 15 application of any school board, State, municipality, school 16 district, or other governmental unit legally responsible for 17 operating a public school or schools, to render technical as- 18 sistance to such applicant in the preparation, adoption, and 19 implementation of plans for the desegregation of public 20 schools. Such technical assistance may, among other activ- 21 ities, include making available to such agencies information 22 regarding effective methods of coping with special educa- 23 tional problems occasioned by desegregation, and making 24 available to such agencies personnel of the Office of Educa-
