The Commissioner is authorized to arrange, 5 through grants or contracts, with institutions of higher 6 education for the operation of short-term or regular session 7 institutes for special training designed to improve the ability 8 of teachers, supervisors, counselors, and other elementary or 9 secondary school personnel to deal effectively with special 10 educational problems occasioned by desegregation. Indi- 11 viduals who attend such an institute on a full-time basis 12 may be paid stipends for the period of their attendance at 13 such institute in amounts specified by the Commissioner in 14 regulations, including allowances for travel to attend such 15 institute. 16 GRANTS 17 SEC. 405. (a) The Commissioner is authorized, upon 18 application of a school board, to make grants to such board 19 to pay, in whole or in part, the cost of- 20 (1) giving to teachers and other school personnel 21 inservice training in dealing with problems incident to 22 desegregation, and 23 (2) employing specialists to advise in problems in- 24 cident to desegregation.
