The Commission shall proceed with reason- 4 able dispatch to conclude any hearing in which it is engaged. 5 Due regard shall be had for the convenience and necessity of 6 witnesses. 7 "(d) The Chairman or Acting Chairman may punish 8 breaches of order and decorum by censure and exclusion 9 from the hearings. 10 "(e) If the Commission determines that evidence or 11 testimony at any hearing may tend to defame, degrade, or 12 incriminate any person, it shall receive such evidence or testi- 13 money or summary of such evidence or testimony in execu- 14 tive session. The Commission shall afford any person de- 15 famed, degraded, or incriminated by such evidence or testi- 16 money an opportunity to appear and be heard in executive 17 session, with a reasonable number of additional witnesses 18 requested by him, before deciding to use such evidence or 19 testimony. In the event the Commission determines to re- 20 lease or use such evidence or testimony in such manner as 21 to reveal publicly the identity of the person defamed, de- 22 graded, or incriminated, such evidence or testimony, prior 23 to such public release or use, shall be given at a public session, 24 and the Commission shall afford such person an opportunity 25 to appear as a voluntary witness or to file a sworn statement
