26 1 testimony. Transcript copies of public sessions may be 2 obtained by the public upon the payment of the cost thereof. 3 An accurate transcript shall be made of the testimony of all 4 witnesses at all hearings, either public or executive sessions, 5 of the Commission or of any subcommittee thereof. 6 "(j) A witness attending any session of the Commis- 7 sion shall receive $6 for each day's attendance and for the 8 time necessarily occupied in going to and returning from the 9 same, and 10 cents per mile for going from and returning 10 to his place of residence. Witnesses who attend at points 11 so far removed from their respective residences as to prohibit 12 return thereto from day to day shall be entitled to an addi- 13 tional allowance of $10 per day for expenses of subsistence, 14 including the time necessarily occupied in going to and 15 returning from place of attendance. Mileage payments 16 shall be tendered to the witness upon service of a subpena 17 issued on behalf of the Commission or any subcommittee 18 thereof. 19 "(k) The Commission shall not issue any subpena for 20 the attendance and testimony of witnesses or for the pro- 21 duction of written or other matter which would require the 22 presence of the party subpenaed at a hearing to be held out- 23 side of the State wherein the witness is found or resides or 24 is domiciled or transacts business, or has appointed an agent 25 for receipt of service of process except that, in any event,
