Section 103 (b) of the Civil Rights Act of 5 1957 (42 U.S.C. 1975 (b); 71 Stat. 634) is amended to read as follows: 7 "(b) Each member of the Commission who is other- 8 wise in the service of the Government of the United States 9 shall serve without compensation in addition to that received 10 for such other service, but while engaged in the work of 11 the Commission shall be paid actual travel expenses, and 12 per diem in lieu of subsistence expenses when away from 13 his usual place of residence, in accordance with the provisions 14 of the Travel Expenses Act of 1949, as amended (5 U.S.C. 15 835-42; 63 Stat. 166)." 16 SEC. 504. (a) Section 104 (a) of the Civil Rights Act 17 of 1957 (42 U.S.C. 1975c (a); 71 Stat. 635), as amended, 18 is further amended to read as follows: 19 "DUTIES OF THE COMMISSION 20 "SEC. 104. (a) The Commission shall- 21 "(1) investigate allegations in writing under oath 22 or affirmation that certain citizens of United States 23 are being deprived of their right to vote and have that 24 vote counted by reason of their color, race, religion, or 25 national origin; which writing, under oath or affirmation,
