29 1 shall set forth the facts upon which such belief or beliefs 2 are based; 3 "(2) study and collect information concerning legal 4 developments constituting a denial of equal protection of 5 the laws under the Constitution because of race, color, re- 6 ligion or national origin or in the administration of jus- 7 tice; 8 "(3) appraise the laws and policies of the Federal 9 Government with respect to denials of equal protection 10 of the laws under the Constitution because of race, color, 11 religion or national origin or in the administration of ju- 12 tice; 13 "(4) serve as a national clearinghouse for infor- 14 mation in respect to denials of equal protection of the 15 laws because of race, color, religion or national origin, 16 including but not limited to the fields of voting, educa- 17 tion, housing, employment, the use of public facilities, 18 and transportation, or in the administration of justice; 19 "(5) investigate allegations, made in writing and 20 under oath or affirmation, that citizens of the United 21 States are unlawfully being accorded or denied the 22 right to vote, or to have their votes properly counted, in 23 any election of presidential electors, Members of the 24 United States Senate, or of the House of Representa-
