32 1 jurisdiction of which the inquiry is carried on or within the 2 jurisdiction of which said person guilty of contumacy or re- 3 fusal to obey is found or resides or is domiciled or transacts 4 business, or has appointed an agent for receipt of service of 5 process, upon application by the Attorney General of the 6 United States shall have jurisdiction to issue to such person 7 an order requiring such person to appear before the Com- 8 mission or a subcommittee thereof, there to produce perti- 9 nent, relevant and nonprivileged evidence if so ordered, or 10 there to give testimony touching the matter under investi- 11 gation; and any failure to obey such order of the ourt 12 may be punished by said court as a contempt thereof." 13 SEC. 507. Section 105 of the Civil Rights Act of 1957 14 (42 U.S.C. 1975d; 71 Stat. 636), as amended by section 15 401 of the Civil Rights Act of 1960 (42 U.S.C. 1975d (h); 16 74 Stat. 89), is further amended by adding a new subsection 17 at the end to read as follows: 18 "(i) The Commission shall have the power to make 19 such rules and regulations as are necessary to carry out the 20 purposes of this Act." 21 TITLE VI-NONDISCRIMINATION IN FEDERALLY 22 ASSISTED PROGRAMS 23 SEC. 601. No person in the United States shall, on the 24 ground of race, color, or national origin, be excluded from 25 participating in, be denied the benefits of, or be subjected to
