1 club (other than a labor organization) which is exempt from 2 taxation under section 501 (c) of the Internal Revenue 3 Code of 1954: Provided, That during the first year after 4 the effective date prescribed in subsection (a) of section 716, 5 persons having fewer.than one hundred employees (and 6 their agents) shall not be considered employers and, dur- 7 ing the second year after such date, persons having fewer 8 than seventy-five employees (and their agents) shall not 9 be considered emplouers, and during the third year after 10 such date, persons having fewer than fifty employees (and 11 their agents) shall not be considered employers: Provided 12 further, That it shall be the policy of the United States to 13 insure equal employment opportunities for Federal em- 14 ployees without discrimination because of race, color, reli- 15 gion, sex or national origin and the President shall utilize 16 his existing authority to effectuate this policy. 17 (c) The term ''employment agency'' means any per- 18 son regularly undertaking with or without compensation to 19 procure employees for an employer or to procure for em- 20 ployees opportunities to work for an employer and includes 21 an agent of such a person; but shall not include an agency 22 of the United States, or an agency of a State or political 23 subdivision of a State, except that such term shall include 24 the United States Employment Service and the system of
