1 State and local employment services receiving Federal 2 assistance. 3 (d) The term ''labor organization'' means a labor orga- 4 nization engaged in an industry affecting commerce, and 5 any agent of such an organization, and includes any organiza- 6 tion of any kind, any agency, or employee representation 7 committee, group, association, or plan so engaged in which 8 employees participate and which exists for the purpose, in 9 whole or in part, of dealing with employers concerning 10 grievances, labor disputes, wages, rates of pay, hours, 11 or other terms or conditions of employment, and any confer- 12 ence, general committee, joint or system board, or joint 13 council so engaged which is subordinate to a national or 14 international labor organization. 15 (e) A labor organization shall be deemed to be engaged 16 in an industry affecting commerce if (1) it maintains or op- 17 erates a hiring hall or hiring office which procures employees 18 for an employer or procures for employees opportunities 19 to work for an employer, or (2) the number of its members 20 (or, where it is a labor organization composed of other 21 labor organizations or their representatives, if the aggregate 22 number of the members of such other labor organization) is 23 (A) one hundred or more during the first year after the 24 effective date prescribed in subsection (a) of section 716, 25 (B) seventy-five or more during the second year after such
